APAC Trade Operations Program Manager

The group you’ll be a part of

The APAC Trade Operations Program Manager will lead regional trade and customs programs that improve duty cost, strengthen trade compliance, and enable scalable operations through systems and digital transformation. This role will manage multiple workstreams across APAC countries including FTA utilization, duty/tariff savings projects, trade management system (TMS) implementation, compliance certifications (e.g., AEO, STP Plus), strategic goods/export controls governance, and KPI performance management. The role requires strong program management, stakeholder communication, and the ability to translate regulatory and operational needs into effective processes and system capabilities.

What you’ll do

  • Trade Project Portfolio Management
    • Manage a portfolio of trade-related projects across APAC (process changes, new lanes, new suppliers, broker transitions, regulatory changes, compliance remediation, etc.).
    • Define scope, milestones, deliverables, risks, and dependencies; run steering meetings and ensure on-time execution.
  • KPI & Operational Performance Management
    • Define and manage Trade Operations KPIs (e.g., customs clearance performance, broker performance, duty savings, FTA utilization rate, compliance metrics, exceptions).
    • Establish operating cadence: monthly performance reviews, issue triage, root-cause analysis, and action tracking.
  • Cost Management / Duty & Tariff Optimization
    • Lead APAC initiatives to improve duty cost through reclassification, FTA strategy including origin management and preferential duty claims.
    • Manage customs duty savings programs (e.g., classification alignment, special customs regimes where applicable) with clear project governance and savings tracking.
    • Build and maintain savings pipelines, business cases, and executive-ready reporting.
  • Trade Systems & Digital Transformation
    • Manage regional programs to implement or enhance Trade Management Systems (TMS) and related tools (e.g., classification, origin, broker management, document automation, compliance screening).
    • Partner with Corporate Digital Transformation/GIS to translate trade requirements into system design, data models, integrations (ERP/WMS/TMS), and user adoption plans.
    • Drive standardization of trade processes and data quality across APAC to enable scalable automation and compliance.
  • Trade Compliance (AEO, STP Plus, Governance)
    • Own regional program management for trade compliance frameworks and certifications, including AEO and STP Plus where applicable.
    • Coordinate internal controls, SOPs, audit readiness, corrective actions, and continuous improvement.
    • Ensure alignment with corporate trade compliance policies and local regulatory requirements.
  • Strategic Goods / Export Controls (APAC)
    • Establish and manage APAC governance for strategic goods, dual-use items, and export control requirements, including licensing workflows where applicable.
    • Coordinate country-level requirements, training, and documentation standards; maintain risk assessments and escalation protocols.
  • Stakeholder Communication & Issue Management
    • Act as a key point of contact for trade operation issues with internal stakeholders (Supply Chain, Logistics, Procurement, Finance, Legal, Quality, Manufacturing, IT) and external stakeholders (customs brokers, forwarders, consultants, authorities as appropriate).
    • Communicate clearly across different cultures and seniority levels; drive alignment and decision-making.

Who we’re looking for

  • Bachelor’s degree in Supply Chain, International Trade, Business, Engineering, or related field (Master’s degree preferred).
  • 10+ years of experience in trade operations, customs, global trade compliance, or supply chain program management; APAC regional experience strongly preferred.
  • Demonstrated experience leading multi-country, cross-functional programs with measurable outcomes (cost savings, compliance readiness, system go-lives).
  • Strong understanding of customs compliance, HS classification, valuation concepts, origin/FTA principles, and import/export operational workflows.
  • Proven program/project management capability (scope, schedule, RAID, stakeholder management, governance).
  • Experience with trade systems and/or ERP integration; ability to write business requirements and manage UAT, training, and rollout.
  • Strong analytical skills to quantify savings, build dashboards, and drive KPI-based execution.
  • Excellent communication skills in English (written and verbal); ability to manage senior stakeholders and external partners.

Preferred qualifications

  • Professional certifications (one or more): PMP, Lean/Six Sigma, customs broker license (country-specific), AEO program experience, export controls training.
  • Experience with APAC trade programs such as STP Plus (Singapore) and AEO implementations.
  • Experience managing strategic goods / export control compliance across multiple APAC jurisdictions.
